Although foreigners accustomed to strong tastes may be oblivious to the subtle differences in bland Japanese favorites such as soba (even the Japanese are sometimes mystified at those who can taste the difference), Takumi is highly regarded by soba fanatics and is therefore worth a try. Tokyoites living as far as Machida will take the two hour train ride to eat this shop's specialty known as hegi soba, noodles served in tight bundles on a wooden box, which is apparently somewhat of a rarity in Tokyo. You can order your noodles with tempura and other dishes.
